NOTICE OF RACE

 

1 Rules

The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2005-2008 and the 2005 Rules for JSA Events.  

 

2  Eligibility

2.1   All competitors must comply with the eligibility rules of the JSA of LIS.

 

2.2  This regatta is for boats, 30 feet or longer in length, of the PHRF\IMS handicap classes.

 

2.3   All participants shall be certified as competent for this event by either the head instructor or the program head of their member program. 

 

2.4 This event is open to junior sailors who are between the ages of 14 and 18.

 

2.5 Each boat must have either an instructor or adult supervisor aboard at all times.

 

3   Entry Requirements

3.1  A completed entry form and copy of LIS PHRF Certificate with entry fee of $ 35 per boat.

 

3.2  A completed JSA Standard Waiver and Medical Release Form for each competitor.

 

3.3 The entry fee and all forms must be received by  Robert McHugh, Race Committee Chair at Black Rock Yacht Club  P.O. Box 3343  Bridgeport, CT 06605 no later than July 25, 2005. One check, payable to Black Rock Yacht Club, must be drawn per club for all fees.

 

4  Registration and Sailing Instructions

All skippers and crews must appear in person at the registration table during the registration period. Sailing instructions will be available before or during this time.

 

5  Changes to the Racing Rules

6.1 A boat that takes a 720° Turns Penalty shall inform the race committee of this at the finishing line. This adds to rule 44.2.

 

6.2 Upon finishing each race, a boat intending to protest shall as soon as possible, without consultation with instructors or spectators, notify the race committee of her intent to protest and, if possible, the sail number of the protested boat. This adds to rule 61.1(a).

 

6.3  The JSA Arbitration Procedure (Appendix C of the 2002 Rules for JSA Events) shall be used for hearing protests. This changes Rule 63.

 

7  Schedule

7.1  Three races are scheduled. At least one race must be completed to constitute a series.

 

7.2 The schedule of events is as follows:

Registration                                          9:00am

Instructors’ meeting                              9:30am

Contestants’ meeting                             9:45am

Harbor start                                          10:30am

Presentation of awards                          3:00pm

 

9    Racing Area

The racing area will be the area just south of Black Rock Harbor.

 

10  Scoring

The Low Point Scoring System, Appendix A of The Racing Rules of Sailing, will apply except that a boat’s series score shall be the sum of her scores for all races.

 

11  Moorings

 Guest moorings will be made available, please indicate if you will need one.

 

12  Discipline

All competitors are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play as promulgated by the JSA Ethics Guidelines. The organizing authority, host club or protest committee may discipline and/or penalize any competitor or instructor for consumption of alcoholic beverages or any controlled substance, for destruction or theft of property, or for any other unseemly conduct.

 

13   Prizes

13.1   Prizes will be awarded to the top 3 finishers.

 

13.2   A sportsmanship trophy may be awarded at the discretion of the race committee.

 

14 Responsibility for Safety

As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the Black Rock Yacht Club, the owner, helmsperson and each crewmember agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility. Each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the Black Rock Yacht Club and the JSA of LIS and each of their officers, trustees, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity.  Responsibility for evaluating wind, sea and weather conditions rests with each competitor as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a life jacket. Assistance from the race committee, patrol boats, or other support boats and from personnel aboard them is at the risk of the participant.
