SAILING INSTRUCTIONS

 

1.       RULES

          The regatta will be governed by The 2004-2007Racing Rules of Sailing, the

          prescriptions of US Sailing, the rules of the JSA of LIS, the rules of the Blue Jay

          class, except as changed by the Sailing Instructions         

 

2.       ELIGIBILITY

2.1     This regatta is open to competitors who are members of the JSA.

2.2     This regatta is for boats of the Blue Jay Class.

2.3     The Head Instructor or Program Head of the Junior Sailing Program at their club or

          organization shall certify all competitors competent for this event.

2.4     This regatta is for Blue Jay sailors and novice Blue Jay sailors.

2.5     Eligible competitors may be entered by submitting to the Port Washington Yacht

          Club all appropriate forms and fees before the deadline as described in the Notice

          of Race.

2.6     This event is a qualifying event for the 2005 JSA Blue Jay Championship.

 

3.       NOTICES TO COMPETITORS

          On shore notices to competitors or changes in the sailing instructions will be

          posted on the official regatta notice board located at the Club House and Dock

          House.

 

4.      CHANGES IN THE SAILING INSTRUCTIONS

         Any changes in sailing instructions will be made and posted on the official regatta

         notice board no less than 30 minutes before the Harbor Start on the day the changes

         take effect.

 

 

 

5.      SIGNALS MADE ASHORE

         5.1 Signals made ashore will be displayed from the Dock House flag pole..

         5.2 At 0930 on July 25th and 0900 on July 26th,  the Race Committee will signal

         the Harbor Start with one gun and depart the harbor. Postponement or abandonment

         may be signaled instead of Harbor Start.

 

6.      SCHEDULE

         6.1 The Race Committee will run as many races as are reasonably possible.

         No warning signal will be made after 1500 on July 26th.

7.      RACING AREA

8.       CHECK IN ON THE WATER

          All competitors must check in with the Race Committee each day after the Race

          Committee has anchored and is on station for the start and before the first Warning

          Signal.

 

9.      THE COURSE

9.1    The diagram below shows the course, including the approximate angle between

          legs, the order in which marks are to be passed, and the side on which each mark

          is to be left.

 

                                      

 

 

 

 10.       THE START

            10.1 Each Division will be started separately using Rule 26 with the warning

             signal given 5 minutes before the starting signal, as follows:

10.2     A boat starting later than 5 minutes after her starting signal will be scored Did Not

            Start.

10.3     The starting/finishing line will be between a white or orange flag on the Race

            Committee Start boat and the starting mark.

10.4     Boats whose preparatory signal has not been made shall keep clear of the starting

            area and of all boats whose preparatory signal has been made. Failure to keep

            clear may result in disqualification.

 

11.       RECALLS

11.1     When individual recall is signaled, the Race Committee will attempt to hail the

            boat’s sail number.

11.2     After a General Recall, the preparatory signal for the recalled division will be

            made one minute after the general recall signal (flag First Substitute) is lowered.

            The Race Committee will make a sound signal when lowering the general recall

            signal.

 

12.       CHANGE OF COURSE AFTER THE START

12.1     A change of course after the start will be signaled before the leading boat has

            begun the leg, although the new mark may not then be in position. Any mark to be

            rounded after rounding the new mark may be relocated to maintain the original

            course configuration. When in a subsequent change of course a new mark is

            replaced, it will be replaced with an original mark.

 

13.      THE FINISH

           The finishing line will be between a staff displaying and orange flag on a Race

           Committee boat and the nearby mark.

 

 

 

14.      TIME LIMIT

14.1    The time limit for the first boat to finish will be 90 minutes.

14.2    Boats failing to finish within 20 minutes after the first boat finishes will be scored

           the number of finishers plus one. This modifies Racing Rule of Sailing 35 and

           Appendix A2.2.

14.3    If a boat in last place in a race is delaying the next start, the Race Committee may

           order the race terminated and score the boat points equal to the number of finishers

           plus one.

 

15.      RETIREMENT

15.1    A boat that retires from a race shall notify a Race Committee boat before leaving

           the race area. If this is impossible, then the competitor shall notify a regatta

           representative immediately after arriving ashore.

 

16.      TAKING A PENALTY

16.1    A boat that has taken a 720-degree penalty or a 360-degree penalty shall report

           that fact to the Protest Boat (located near the Race Committee Boat and

           flying a red flag) immediately after finishing. This modifies Racing Rules of

           Sailing 31.2 and 44.2. If the Protest Boat is not being used or is not on station,

           penalties shall be reported to the Race Committee Boat on the finishing line.

 

17.      PROTESTS

17.1    Rules 61.1(a) and 61.3 are changed by the following instructions

17.2    A boat that intends to protest shall hail the word “Protest” as soon as possible and,

           if possible, the identity of the boat or person being protested.

17.3    A protesting boat does not need to display a protest flag.

17.4    As soon as possible after finishing, the protesting boat shall report her protest to

           the Protest Boat (located near the Race Committee Boat and flying a red flag). If

           the Protest Boat is not being used or is not on station, protests shall be reported to

           the Race Committee Boat on the finishing line.

17.5    Protests shall be written on forms available at the Club House and delivered to the

           Protest Committee in the clubhouse within 1 hour after the Race Committee boat

           docks.

 

18.      ARBITRATION

18.1    Rule 63 is changed by the following instructions.

18.2    For protests involving an alleged breach of a Part 2 rule, a short arbitration hearing

           shall be held prior to a protest hearing.

18.3    After the written protest form is properly lodged, one representative from each

           boat will meet with the arbitrator; no witnesses will be allowed. Protests not

           resolved by arbitration will be lodged with the protest committee.

18.4    Arbitration hearings may be held on the water at the discretion of the Race

           Committee and the arbitrator.

18.5    The arbitrator is neither the Race Committee nor the Protest Committee; therefore

           decisions of the arbitrator cannot be grounds for redress or be appealed.

 

19.      SCORING

19.1    The Low Point Scoring System, Appendix A of The 2004-2007Racing Rules of

           Sailing, will apply. If six or more races are completed, the worse score for each

           competitor will be discarded.

19.2    A boat that accepts fault at a arbitration hearing shall receive a scoring penalty of

           40% of the number of boats entered (rounding 0.5 upward) added to her finishing

            position, except that she shall not be scored worse than DSQ. The scores of the

           other boats in the fleet shall not be changed; therefore two boats may receive the

           same score.

 

20.      DISCIPLINE

20.1    The Race Committee or organizing authority may disqualify and send home any

           participant or instructor for the consumption of alcoholic beverages or any

           controlled substance, for the destruction of property or for other unseemly

           conduct.

 

21.      SPECTATORS AND SUPPORT CRAFT

21.1    Any club entering three (3) or more boats shall supply a support craft equipped

           with a VHF radio, an anchor and a first aid kit. The adult who shall be driving the

           support craft will check with the Race Committee about safety patrol assignments

           and responsibilities. Spectator boats will stay clear of the race area at all times.

 

22.      PRIZES

22.1    Equal prizes will be awarded to helmsman and crew.

22.2    Division prizes will be awarded for first to fifth places.

22.3    A sportsmanship trophy may be awarded at the discretion of the Race Committee.

 

23.       RESPONSIBILITY FOR SAFETY

23.1    As a condition of the participation of any boat in any race or related activity

           sponsored or undertaken by the Port Washington Yacht Club: the owner,

           helmsman and each crew member agree that the safety of the boat and the crew

           and the decision whether or not to start or continue to race is solely their

           responsibility, and each of them waives all claims which he or she, or any heir,

           representative, successor or assignee, may have against the Port Washington Yacht

           Club and the JSA, and either of their officers, Governors, members, committees,

           employees or agents, arising out of or in any way connected with participation in

           such race or activity. Responsibility for evaluating wind, sea and weather

           conditions rests with each competitor, as does the responsibility for the safe

           condition and operation of the boat including safety equipment and rigging and for

           wearing a life jacket. Assistance from the Race Committee, patrol boats, or other

           support boats and from personnel manning them is at the risk of the participant.
