NOTICE OF RACE

 

1 Rules

 

The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2004-2007 and the 2005 Rules for JSA Events.

 

2 Eligibility

 

2.1 All competitors must comply with the eligibility rules of the JSA of LIS.

 

2.2 This regatta is for boats of the Blue Jay Class.

 

2.3 All participants shall be certified as competent for this event by either the head instructor or the program head of their member program.

 

3 Entry Requirements

 

3.1 A completed entry form with entry fee of $85.00 per sailor and $85.00 per instructor.

 

3.2 A completed JSA Standard Waiver and Medical Release Form for each competitor.

 

3.3 The entry fee and all forms, including the JSA Blue Jay Inspection Form for each vessel, must be received by the Port Washington Yacht Club Blue Jay Race Committee at One Yacht Club Drive, Port Washington, New York 11050 no later than 5 PM July 19, 2005. One check, payable to the Port Washington Yacht Club must be drawn per club for all fees.

 

3.4 Late entries may be accepted if there is room. To inquire about registering after the date listed above, contact the regatta chairperson. The entry fee for late entries is $ 95.00 per sailor and $95.00 per instructor.

4 Registration and Sailing Instructions

 

All skippers and crews must appear in person at the registration table during the registration period. Sailing instructions will be available before or during this time.

 

5 JSA Qualifying

 

This event is a qualifying event for the 2005 JSA Blue Jay Championship.

 

6 Changes to the Racing Rules

 

6.1 Upon finishing each race, a boat intending to protest shall as soon as possible, without consultation with instructors or spectators, notify the race committee of her intent to protest and, if possible, the sail number of the protested boat. This adds to rule 61.1(a).

 

6.2 The JSA Arbitration Procedure (Appendix C of the 2005 Rules for JSA Events) shall be used for hearing protests. This changes Rule 63.

 

7 Schedule

 

7.1 The Race Committee will run as many races as are reasonably possible. At least one race must be completed to constitute a series.

 

No warning signal will be made after 3:00 PM on July 26th.

 

7.2 The schedule of events is as follows:

 

July 24, 2005     Registration between 3 PM and 6 PM at the Port Washington Yacht Club

BBQ immediately following at 6:00 PM

Host Pick-up at 8:00 PM in main circle of Club

 

July 25, 2005     Instructors’ Meeting 9:00 AM on the front lawn

Contestants’ Meeting 9:30 on the front lawn

Harbor Start 10:15 AM

Lunch On the water

Dinner - Main clubhouse

Pool Party - 6:00 PM

Curfew for all Housed Contestants 8:30 PM

8 Equipment and Weight Requirements

 

8.1 All boats must conform to their class rules and any applicable JSA safety or measurement rules. Boats are subject to inspection by the organizing authority or the judges at any time during the event.

 

8.2 Some or all competitors in classes with minimum weight restrictions may be required to weigh in during the registration period.

 

9 Racing Area

 

The racing area will be in Manhasset Bay.

 

10 Scoring

 

The Low Point Scoring System, Appendix A of The Racing Rules of Sailing, will apply. A boat's worst race will be excluded, subject to rule 88.3(b), if at least six (6) races are completed.

 

11 Boat and Trailer Storage

 

11.1 All boats will be wet sailed (no exceptions).

 

11.2 Boats will be stored on moorings at the Yacht Club.

 

12 Housing, Meals and Local Transportation

 

12.1 Housing will be provided for the nights of the 24th and 25th. for all contestants and instructors from member programs of Westchester, Connecticut and Suffolk County.

 

12.2 Assigned housing must be used. All housed contestants must be at their host’s house by 8 PM each night. Failure to use assigned housing or to meet the curfew is grounds for disciplinary action.

 

12.3 Local transportation will be provided by housing host if required.

 

13 Discipline

 

All competitors are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play. The organizing authority, host club or protest committee may discipline any competitor or instructor for consumption of alcoholic beverages or any controlled substance, for destruction or theft of property, or for any other unseemly conduct.

 

14 Support Craft

 

Any club entering three or more boats shall supply a support craft equipped with a working VHF Radio, an anchor and a first aid kit. An instructor or other adult shall drive the support craft and shall check with the regatta organizers before the first day's harbor start about safety patrol assignments and responsibilities. Spectator and coach boats shall stay well clear of the course area while boats are racing.

 

15 Prizes

 

15.1 Prizes will be awarded to the top 5 finishers in each division.

 

15.2 Equal prizes will be awarded to crew and helmspersons.

 

15.3 A sportsmanship trophy  will be awarded at the discretion of the race committee.

 

15.4 Perpetual Trophies (if applicable)

 

The following perpetual trophies will be awarded: Marlinspike and Midget Navigation.

 

16 Responsibility for Safety

 

As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the Port Washington Yacht Club, the owner, helmsperson and each crewmember agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility. Each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the Port Washington Yacht Club and the JSA of LIS and each of their officers, trustees, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity. Responsibility for evaluating wind, sea and weather conditions rests with each competitor as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a life jacket. Assistance from the race committee, patrol boats, or other support boats and from personnel aboard them is at the risk of the participant.
