The organizing authority for
this event is Noroton Yacht Club and The Junior Sailing Association of Long
Island Sound.
NOTICE OF RACE
1 Rules
The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2005-2008 including Appendix D—Team Racing Rules, the rules of the U. S. Optimist Dinghy Association (USODA), the 2005 Rules for JSA Events, and The Sailing Instructions.
2 Eligibility
2.1 All competitors are required to be members of the USODA.
2.2 Teams shall consist of 4 or 5 sailors and 4 boats. All teams must have at least one female
member, and all team members must participate equally in racing.
2.3 All teams must have a coach and support boat at the event on
both days. Coaches should be prepared to
assist the Race Committee with mark setting and competitor safety.
2.4 For the JSA-LIS Team
Race Championship Only.
a. All competitors must
comply with the eligibility rules of the JSA of LIS.
b. This event is open to
Optimist sailors representing member programs in JSA Areas A, B and C.
c. All participants shall
be certified as competent for this event by either the head instructor or the
program head of their member program.
2.5 For The Noroton Opti
Team Race Only.
Teams
from yacht clubs/programs outside the JSA may enter if space permits, in which
case entries will be accepted in order of date of receipt.
3 Entry Requirements
3.1 A completed Entry Form with entry fee of $ 250 per team.
3.2 A completed standard JSA Waiver and Medical Authorization Form
for each competitor.
3.3 The entry fee and all forms must be received by Wes Whitmyer,
Jr at
3.4 Late entries may be accepted if there is room. To inquire
about registering after the date listed above, contact the regatta chairperson.
The entry fee for late entries is $ 300 per team.
4 Registration and Sailing Instructions
4.1 Each participant must appear in person at the registration
table during the registration period. Sailing instructions will be available
before or during this time.
4.2 The race committee will
supply colored streamers to be displayed by each boat.
Teams will be assigned
a streamer color on the day of the regatta.
Depending on the number of entries, teams may be randomly assigned to a
racing area. The race committee will attempt to run a round
robin at each racing area followed by a championship elimination as time and
conditions permit.
5 Changes to the Racing Rules
A boat intending to protest shall comply with Appendix
D2.1 and shall, as soon as possible upon finishing the race and without
consultation of teammates, coaches or spectators, notify the race committee of
her intent to protest and, if possible, the sail number of the protested
boat. Failure to strictly comply with
these requirements may result in summary disallowance of the protest. A
protesting boat does not need to lodge a written protest. Where possible, all
protests will be decided on the water immediately after each race. All decisions are final in accordance with
Appendix D2.4.
6 Schedule
6.1 Erin Maxwell will run a team race clinic on Sunday July 10 in
conjunction with the coaches for each registered team. Practice races may be included as part of the
clinic on Sunday. On Monday, the race
committee will attempt to run a double round robin followed by a seeded elimination. At least one round robin must be completed to
constitute a regatta.
6.2 The

6.3 Continental
breakfast and an after race snack will be provided both days. Lunch will be provided to competitors and
coaches both days.
7 Equipment and Safety Requirements
Each boat must comply with the USODA rules and with
the 2005 JSA Optimist Inspection Checklist (Appendix A of the 2005 Rules for
JSA Events). An inspection of some or all boats may be carried out at any
time during the event.
8 Racing Area
The racing areas will be approximately ¼ mile S and SW of Long
Neck Point.
9 Sail Numbers
Sail numbers must be complete and clearly visible from both sides of the sail. Entries of boats not complying with this instruction may be rejected in compliance with Rule 76.1. If racing has already started, boats not complying with this instruction will be subject to protest by the race committee only.
10 Discipline
All junior sailors are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play. The regatta organizer, race committee, or Judge may discipline and/or penalize a sailor for actions that violate the JSA Ethics Guidelines.
11 Support Craft
Each team shall supply a support craft equipped with a working VHF Radio, an anchor and a first aid kit. A coach or other adult shall drive the support craft in accordance with JSA 9.4 (c) and (d). Spectator and coach boats shall stay well clear of the course area while boats are racing.
12 Prizes
Prizes will be awarded to at least the top JSA team and the top team overall.
13 Responsibility for Safety
As a condition of participation of any boat in any race or related
activity sponsored or undertaken by the Noroton Yacht Club and the JSA of LIS,
the owner and the helmsperson of each boat agree that the safety of the boat
and the helmsperson and the decision whether or not to start or continue to
race is solely their responsibility. Each of them waives all claims which he or
she or any heir, representative, successor or assignee, may have against the
Noroton Yacht Club and the JSA of
LIS, and their officers, trustees, members, committees, employees or agents,
arising out of or in any way connected with participation in such race or
activity. Responsibility for evaluating wind, sea and weather conditions
rests with each participant as does the responsibility for the safe condition
of the boat including safety equipment and rigging and wearing a life
jacket. Assistance from the race committee, patrol boats, or other
support boats and from personnel aboard them is at the risk of the participant.
