NOTICE OF RACE
1. Rules
The regatta will be governed by:
1.1 The 2005-2008 Racing Rules of Sailing.
1.2 The prescriptions of US Sailing.
1.3 The 2005 Rules for JSA Events.
1.4 The rules of the Blue Jay and Laser classes, except as any of these are changed by the Sailing Instructions.
1.5 This Notice of Race.
1.6 The Sailing Instructions.
2. Eligibility
2.1 All competitors must comply with the eligibility rules of the JSA of LIS.
2.2 This regatta is for boats of the Blue Jay Open and Laser Radial classes. Competitors shall be members of their respective class.
2.3 All competitors shall be certified competent for this event by the Head Instructor or Program Head of the Junior Sailing Program at their club or organization.
2.4 The organizing authority or the race committee may reject the entry of any boat, in accordance with Rule 76.1.
3. Entry Requirements
3.1 A completed entry form with entry fee of $20.00 per sailor.
3.2 A completed JSA Standard Waiver and Medical Release Form for each competitor.
3.3 For all Blue Jays, a completed Blue Jay Inspection Form.
3.4 Entry fees and all forms must be received by Wesley Oliver, c/o Junior Sailing Program Manager, Norwalk Yacht Club, no later than 5:00 PM on Tuesday, July 5, 2005. One check must be drawn per club for all fees, payable to Norwalk Yacht Club.
3.5 For Laser Radials, if either the JSA weight or age requirement is not met, the sailor must file written permission from a parent, plus written recommendations from his or her program chair and head instructor, with the entry form (see JSA rules 6.3 and 7.3).
4. Registration
All registered competitors must check in at the registration table at the NYC Junior Clubhouse between 8:30 and 9:30 AM on race day with the signal boat in the racing area, prior to the first warning signal.
5. JSA Qualifying
This event is a qualifying event for the JSA Blue Jay or Laser Radial Championships.
6. Changes to the Racing Rules
6.1 Upon finishing each race, a boat intending to protest shall as soon as possible, without consultation with instructors or spectators, notify the race committee aboard the signal boat of her intent to protest, and the sail number of the protested boat. This adds to rule 61.1(a).
6.2 The JSA Arbitration Procedure (Appendix C of the 2003 Rules for JSA Events) shall be used for hearing protests. This changes Rule 63.
7. Schedule
7.1 Three races are scheduled. Completion of one race shall constitute a series.
7.2 Signal boat will be on station for check in at 1040.
7.3 First warning signal will be at 1100.
7.4 No warning signal will be made after 1530.
7.5 There will be a contestant meeting at 9:00 AM on the deck of the NYC Clubhouse, immediately followed by a safety meeting which all instructors/coaches must attend.
7.6 Arrival for the regatta may be by land or water. For those arriving by land, boats may be dropped off Wednesday evening at Norwalk Yacht Club’s South Dock area. Blue Jay launching by electric hoist will be available commencing at 0800 on Thursday, July 7, 2005. Laser radials will launch by dolly from NYC floats or from the beach.
7.7 Contestants should bring their own lunches.
7.8 Prizes will be awarded at the Norwalk Yacht Club clubhouse, as soon as possible after the conclusion of racing.
8. Sailing Instructions
Sailing Instructions will be available ashore at the Norwalk Yacht Club Junior Clubhouse and on the water from the signal boat on the day of the regatta.
9. Equipment and Weight Requirements
All boats must conform to their class rules and any applicable JSA safety or measurement rules. Boats are subject to inspection by the organizing authority or the judges at any time during the event.
10. Racing Area
The racing area will be in the vicinity of Green’s Ledge Lighthouse.
11. Scoring
The Low Point Scoring System, Appendix A of The Racing Rules of Sailing, will apply. No races will be discarded.
12. Discipline
All junior sailors are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play. The regatta organizer or protest committee may discipline and/or penalize a junior sailor for actions that include, but are not limited to, the following: a) swearing at, intimidating or harassing anyone, including teammates, on or off the water; or b) stealing or borrowing, without permission, anything that does not belong to them; or c) possessing, consuming or being under the influence of alcohol or illegal drugs.
13. Support Craft
Any club entering three or more boats shall supply a safety boat equipped with a working VHF radio, an anchor, and a first aid kit. An adult shall drive the safety boat and shall attend the safety briefing described in 7.5 above. Spectator and coach boats shall stay well clear of the course area while boats are racing.
14. Prizes
14.1 Norwalk Yacht Club will award prizes for first place, second place for five or more entries; third place for ten or more entries, one additional place for each additional ten entries in the division.
14.2 Equal prizes will be awarded to crew and helmsman.
14.3 A sportsmanship trophy may be awarded at the discretion of the race committee.
14.4 This regatta is a qualifier for the following JSA trophies:
a.) Clinton N. Bell Trophy (Laser Radial)
b.) Christopher Goodyear Neff Trophy (Laser Radial)
c.) Larry Kean Memorial Trophy (Blue Jay)
15. Responsibility for Safety
As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the Norwalk Yacht Club, the owner, helmsman and each crew member agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility. Each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the Norwalk Yacht Club and the JSA of LIS and each of their officers, trustees, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity. Responsibility for evaluating wind, sea and weather conditions rests with each competitor, as does the responsibility for the safe condition and operation of their boat, including safety equipment and rigging, and for wearing a life jacket. Assistance from the race committee, patrol boats, or other support boats and from personnel manning them is at the risk of the participant.
