SAILING INSTRUCTIONS

 

1          Rules

The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2005-2008 and the 2005 Rules for JSA Events. In the event of a conflict between the Notice of Race and these Sailing Instructions, the Sailing Instructions shall prevail.

 

2          Notices to Competitors

2.1       Notices will be posted on the official regatta notice board located at the Southwest corner of the Noroton Yacht Club.

 

2.2       Any change to the sailing instructions will be posted no fewer than 30 minutes before the harbor start on the day the changes take effect.

 

3          Signals Made Ashore

3.1       Signals made ashore will be displayed from the Noroton Yacht Club flagpole.

 

3.2       The harbor start will be signaled by the Race committee at approximately 1000 on July 7th with one sound signal.  Postponement or abandonment may be signaled instead of harbor start.

 

3.3       When flag AP is displayed ashore, “1 minute” is replaced with “not less than 60 minutes” in the race signal AP.

 

4          Schedule

4.1       Three races are scheduled. At least one race must be completed to constitute a series.

 

4.2       The warning signal for the first race will be approximately 1055. There is no contestants’ meeting. Boats launching at Noroton Yacht Club should allow one hour to reach the race course. Contestants and instructors should bring their own lunches. Prizes will be awarded after the races at Noroton Yacht Club.

 

5          Class Flags

The class flags will be:

Club 420s                    420 flag

Lasers                          Laser flag

 

6          Racing Area

The racing area for C420s and Lasers will be approximately one mile SSE of Long Neck Point, Darien, CT. Note: Blue Jays and Laser Radials race at Norwalk Yacht Club.

 

7          Safety

7.1       All boats must conform to their class rules and any applicable JSA safety or measurement rules, and are subject to inspection by the organizing authority or the judges at any time during the event.

 

7.2       Before the first warning signal for each day, all competitors shall check in with the race committee by sailing on starboard tack or towing past the stern of the anchored committee boat and hailing their sail number until acknowledged by a committee member. Infractions of this instruction may be protested by the race committee only.

 

7.3       A boat that retires from a race shall notify a race committee boat before leaving the race area.  If this is not possible, the competitor shall notify a regatta representative immediately after arriving ashore.

 

8          The Courses

8.1       The diagrams with the identifying letters below show the courses, including the approximate angle between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

Course D         Modified Windward / leeward – with start and finish in middle of leg.

Course M         Modified Triangle with start and finish in the middle of the windward leg.

Course F          Modified Gold Cup – Triangle followed by windward, leeward, windward with the start and finish in middle of the windward leg.

                       

8.2       The identifying letter of the course selected will be displayed from the race committee signal boat before or with the warning signal for each class.

 

8.3       The number "2" displayed next to or beneath the course letter means twice         around.

 

8.4       The approximate compass bearing from the starting line to Mark 1 will be displayed from the race committee signal boat.

 

8.5       Competitors shall not cross the starting or finishing lines while they are on a leeward leg of Course D or Course F.

 

9          Marks

9.1       Marks 1, 2, and 3 will be orange inflatable triangles.

 

9.2       A new mark, used in accordance with instruction 12 below (Change of Course after the Start), will be a green tetrahedron. Subsequent changes of the course will alternate placement of the original mark and change mark.

 

9.3       The starting and finishing marks will be an orange flag buoy.

 

10        The Start

10.1     Each class will be started separately using rule 26 as follows:

10.2     A series of short sounds will be used to call attention just before each warning signal.

 

10.3     Classes will start as signaled. After the start of the preceding class, the race committee will begin a new starting sequence as described above.

 

10.4     A boat shall start within four minutes of her starting signal.

 

10.5     The starting line will be between a staff displaying an orange flag on the race committee signal boat and the starting mark.

 

10.6     Boats whose preparatory signal has not been made shall keep clear of the starting area and of all boats whose preparatory signal has been made.

 

10.7     Additional races may start immediately after the completion of the preceding race.

 

11        Recalls

11.1     When an individual recall is signaled, the race committee will attempt to hail the sail number(s) of the boat(s) that are On-the-Course-Side (OCS). When the Round-an-End Rule is in effect, the race committee may hail sail numbers of OCS boats during the minute before the start.

 

11.2     The race committee procedure for hailing boats that were OCS shall not be       grounds for redress.

 

11.3     After a general recall, the warning signal for the recalled class will be made one minute after the general recall signal (flag First Substitute) is lowered.

 

12        Change of Position of the Next Mark

To change the position of the next mark, the race committee will lay a new mark and remove the original mark as soon as practicable. The change will be signaled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration.

 

13        The Finish

The finishing line will be between a staff displaying an orange flag on a race committee boat and the finishing mark or nearby mark.

 

14        Time Limits

14.1     The time limit for the first boat to finish in each class shall be 60 minutes.

 

14.2     Boats that do not finish within 15 minutes of the first boat in their division will be scored "TLE." They shall receive the number of points that is half way between the number of boats that started that race and the number of boats that finished it. (This changes rules 35 and A4.2.)

 

15        Protests

15.1     Upon finishing each race, a boat intending to protest shall immediately, without consultation with instructors or spectators, notify the race committee of her intent to protest and, if possible, the sail number of the protested boat. (This adds to rule 61.1)

 

15.2     Protests shall be written on forms available at Noroton Yacht Club and delivered to the Race Committee on shore within 30 minutes after the race committee boat docks.

 

15.3     The JSA Arbitration Procedure (as described in Appendix C of the 2005 Rules for JSA Events) shall apply to protests involving Part 2 rules. (This changes Rule 63.) If arbitration is not available, the regular protest procedure will be followed.

 

15.4     Protests under sailing instructions 7.2, 8.5, 10.6 and 14 may be made only by the race committee.

 

16        Scoring

The Low Point Scoring System, Appendix A of The Racing Rules of Sailing, shall apply except that a boat’s series score shall be the sum of her scores for all races.

 

17        Discipline

All competitors are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play. The organizing authority, host club or protest committee may discipline and/or penalize any competitor or instructor for consumption of alcoholic beverages or any controlled substance, for destruction or theft of property, or for any other unseemly conduct.

 

18        Prizes

18.1     Prizes will be awarded to the helmspersons and crew for 1st place (2 or more boats racing); 2nd place (5 or more boats racing); 3rd place (10 or more boats racing); one additional prize for each 10 additional boats racing in a division.

 

18.2     A sportsmanship trophy may be awarded at the discretion of the race committee.

 

18.3     These are qualifying races for the following trophies:

Christopher Goodyear Neff Trophy

Thomas W. Fowler Trophy

 

19        Responsibility for Safety

As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the Noroton Yacht Club, the owner, helmsperson and each crewmember agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility. Each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the Noroton Yacht Club and the JSA of LIS and each of their officers, trustees, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity.  Responsibility for evaluating wind, sea and weather conditions rests with each competitor as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a life jacket.  Assistance from the race committee, patrol boats, or other support boats and from personnel aboard them is at the risk of the participant.
