NOTICE OF RACE
1 Rules
The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2005-2008 and the 2005 Rules for JSA Events.
2 Eligibility
2.1 All competitors must comply with the eligibility rules of the JSA of LIS.
2.2 This regatta is for boats of Club 420 and Laser (full rigged) classes.
2.3 All participants shall be certified as competent for this event by either the head instructor or the program head of their member program.
2.4 This event is open to sailors who represent member programs in the JSA Eastern District.
3 Entry Requirements
3.1 A completed entry form with entry fee of $15.00 per boat.
3.2 A completed JSA Standard Waiver and Medical Release Form for each competitor.
3.3 The entry fee and all forms must be
received by Noroton Yacht Club - Junior Sailing,
3.4 For Lasers and C420s, if either the JSA weight or age requirement is not met, the sailor must file written permission from a parent, plus written recommendations from his or her program chair and head instructor, with the entry form (see JSA rules 6.3 and 7.3).
4 Registration and Sailing Instructions
Each properly entered boat shall check in with the Race Committee (signal boat) on the water. Sailing Instructions will be available through the JSA and Noroton Yacht Club websites. A limited number of copies will be available at the Noroton Yacht Club prior to the race.
5 JSA Qualifying
This event is a qualifying event for the 2005 JSA Club 420 and Laser Championship.
6 Changes to the Racing Rules
6.1 Upon finishing each race, a boat intending to protest shall as soon as possible, without consultation with instructors or spectators, notify the race committee of her intent to protest and, if possible, the sail number of the protested boat. This adds to rule 61.1(a).
6.2 The JSA Arbitration Procedure (Appendix C of the 2005 Rules for JSA Events) may be used for hearing protests. This changes Rule 63. If arbitration is not available, the regular protest procedure will be followed.
7 Schedule
7.1 Three races are scheduled. At least one race must be completed to constitute a series.
7.2 The schedule of events is as follows:
· There is no contestant’s meeting.
· Approximate warning signal times for the first race will be 1050. Boats launching at Noroton Yacht Club should allow one hour to reach the race course.
· Contestants and instructors should bring their own lunches.
· Boats should be off the water and back at Noroton Yacht Club no later than 1700.
· Prizes will be awarded after the races.
8 Equipment and Weight Requirements
All boats must conform to their class rules and any applicable JSA safety or measurement rules. Boats are subject to inspection by the organizing authority or the judges at any time during the event.
9 Racing Area
The racing area for Club 420s and
Lasers will be approximately one mile SSE of Long Neck Point,
10 Scoring
The Low Point Scoring System, Appendix A of The Racing Rules of Sailing, will apply except that a boat’s series score shall be the sum of her scores for all races.
11 Discipline
All junior sailors are expected to behave in accordance with recognized
principles of sportsmanship, good manners and fair play. The regatta organizer
or protest committee may discipline and/or penalize a junior sailor for actions
that include, but are not limited to, the following:
a) swearing at, intimidating or harassing
anyone, including teammates, on or off the water; or
b) stealing or borrowing, without
permission, anything that does not belong to them; or
c) possessing, consuming or being under the influence of alcohol or illegal drugs.
12 Support Craft
Any club entering three or more boats shall supply a support craft
equipped with a working VHF Radio, an anchor and a first aid kit. An instructor
or other adult shall drive the support craft in accordance with JSA 9.4 (c) and
(d) and shall check with the regatta organizers before the first day's harbor
start about safety patrol assignments and responsibilities. Spectator and coach
boats shall stay well clear of the course area while boats are racing.
13 Prizes
13.1 Division prizes will be awarded for 1st place (two or more boats racing); 2nd place (5 or more boats racing); 3rd place (10 or more boats racing); 1 additional prize for each 10 additional boats.
13.2 Equal prizes will be awarded to crew and helmspersons.
13.3 A sportsmanship trophy may be awarded at the discretion of the race committee.
13.4 These are qualifying races for the following JSA of LIS trophies:

14 Responsibility for Safety
As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the Noroton Yacht Club, the owner, helmsperson and each crewmember agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility. Each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the Noroton Yacht Club and the JSA of LIS and each of their officers, trustees, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity. Responsibility for evaluating wind, sea and weather conditions rests with each competitor as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a life jacket. Assistance from the race committee, patrol boats, or other support boats and from personnel aboard them is at the risk of the participant.
