Sailing Instructions
1 Rules
The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2001-2004 and the 2004 Rules for JSA Events.
2 Notices to Competitors
2.1 Notices will be posted on the official regatta notice board located on the front porch of the main club house.
2.2 Any change to the sailing instructions will be posted no fewer than 30 minutes before the harbor start on the day the changes take effect.
2.3 Any change in the harbor start or first warning signal will be posted no later than 1800 on the day before the changes take effect.
3 Signals Made Ashore
3.1 Signals made ashore will be displayed from the race committee signal boat at the main dock.
3.2 The harbor start will be signaled by a gun or other sound signal from the race committee signal boat in the vicinity of the main dock. Postponement or abandonment may be signaled instead of harbor start.
3.3 No boat shall leave the harbor until the harbor start has been signaled.
4 Schedule
4.1 Five races are scheduled. At least one race must be completed to constitute a series.
No warning signal will be made after 1700 on Wednesday, July 14.
4.2 The racing schedule is as follows:

5 Class Flag

7 Safety
7.1 All boats must conform to Blue Jay class rules and any applicable JSA safety or measurement rules, and are subject to inspection by the organizing authority or the protest committee at any time during the event.
7.2 Before the first warning signal, all competitors shall check in with the race committee by sailing on starboard tack or towing past the stern of the anchored committee boat and hailing their sail number until acknowledged by a committee member. Infractions of this instruction may be protested by the race committee only.
7.3 A boat that retires from a race shall notify a race committee boat before leaving the race area. If this is not possible, the competitor shall notify a regatta representative immediately after arriving ashore.
8 The Courses
8.1 The diagrams with the identifying letters below show the courses, including the approximate angle between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

8.2 The identifying letter of the course selected will be displayed from the race committee signal boat before or with the warning signal.
8.3 The number "2" displayed next to or beneath the course letter means twice around.
8.4 The approximate compass bearing from the starting line to Mark 1 will be displayed from the race committee signal boat.
8.5 Competitors shall not cross the starting or finishing lines while they are on a leeward leg of Course D or Course F.
9 Marks
9.1 Marks 1, 2, and 3 will be yellow spheres.
9.2 New marks, as provided in instruction 12, Change of Position of the Next Mark, will be yellow spheres with a black band.
9.3 The starting and finishing marks will be orange flags.
10 The Start
10.1 Races will be started using rule 26 as follows:

10.2 A series of short sounds will be used to call attention just before each warning signal.
10.3 A boat shall start within four minutes of her starting signal.
10.4 The starting line will be between a staff displaying an orange flag on the race committee signal boat and the starting mark.
10.5 Additional races may start immediately after the completion of the preceding race.
11 Recalls
11.1 When an individual recall is signaled, the race committee will attempt to hail the sail number(s) of the boat(s) that are over early. When the Round-an-End Rule is in effect, the race committee may hail sail numbers during the minute before the start.
11.2 The race committee procedure for hailing boats that were OCS shall not be grounds for redress.
11.3 After a general recall, the warning signal will be made one minute after the general recall signal (flag First Substitute) is lowered.
12 Change of Position of the Next Mark
To change the position of the next mark, the race committee will lay a new mark and remove the original mark as soon as practicable. The change will be signaled before the leading boat has begun the leg, although the new mark may not yet be in position. Any mark to be rounded after rounding the new mark may be relocated to maintain the original course configuration.
13 The Finish
The finishing line will be between a staff displaying an orange flag on a race committee boat and the finishing mark or nearby mark.
14 Time Limits
14.1 The time limit for the first boat to finish shall be one hour.
14.2 Boats that do not finish within 20 minutes of the first boat will be scored "TLE." They shall receive the number of points that is half way between the number of boats that started that race and the number of boats that finished it. (This changes rules 35 and A4.2.)
15 Protests
15.1 Upon finishing each race, a boat intending to protest shall immediately, without consultation with instructors or spectators, notify the race committee of her intent to protest and, if possible, the sail number of the protested boat. (This adds to rule 61.1)
15.2 Protests shall be written on forms available at the registration table on the front porch of the main club house and delivered to that registration table within 30 minutes after the race committee boat docks.
15.3 The JSA Arbitration Procedure (as described in Appendix C of the 2004 Rules for JSA Events) shall apply to protests involving Part 2 rules. (This changes Rule 63.)
15.4 Protests under sailing instructions 3.3, 7.2, 8.5 and 14 may be made only by the race committee.
16 Scoring
The Low Point Scoring System, Appendix A of The Racing Rules of Sailing, will apply except that a competitor's worst race will be discarded only if at least four races are completed, subject to Rule 88.3(b).
17 Discipline
All competitors are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play. The organizing authority, host club or protest committee may discipline and/or penalize any competitor or instructor for possession or consumption of alcoholic beverages or any controlled substance, for destruction, unauthorized borrowing or theft of property, swearing at, intimidating or harassing anyone or for any other unseemly conduct.
18 Prizes
18.1 Prizes will be awarded to the helmspersons and crew of the top five finishers.
19 Responsibility for Safety
As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the American Yacht Club, the owner, helmsperson and each crewmember agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility. Each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the American Yacht Club and the JSA of LIS and each of their officers, trustees, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity. Responsibility for evaluating wind, sea and weather conditions rests with each competitor as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a life jacket. Assistance from the race committee, patrol boats, or other support boats and from personnel aboard them is at the risk of the participant.
