NOTICE OF RACE

1          RULES

The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2001-2004, the US SAILING Junior Championship Conditions, and the rules for the JSA of LIS (JSA) events.

 

2          ALTERATION OF RACING RULES

            US Sailing Condition 6.4 (Coaching) is changed for this series.  See section 12 of this Notice.

 

3          BOATS, MEASUREMENT AND OTHER CONDITIONS

            3.1 The boats sailed in this competition will be Ideal 18s with anti-fouling bottom paint.

3.2 Hulls and sails will be checked for conformance to class rules. This is a “bring your own boat, sail your own boat regatta.”

3.3 Teams must provide proof of insurance for club owned boats (a letter signed by a flag officer of the club will suffice).

3.4 For this event the Ideal 18s will be sailed by a team of three, a skipper and two crew.

 

4          ELIGIBILITY

            All competitors, including alternates, MUST BE:

            5.1 Age 13-18 in the calendar year of the competition

5.2 Members of JSA and a sailing club located in the geographic area represented by the YRA of Long Island Sound

5.3 Members of US Sailing

5.4 Each program must certify (in writing from the head instructor) that the sailor(s) they send is/are competent to sail in the boats used in this series

 

The Sears Cup YRA of LIS Finals will be a fleet race series open to as many entries as possible but no more than two per program.

 

5          ENTRY & FEES

The entry fee is $65 per sailor, $30 per instructor. Completed entry forms (use the attached US Sailing 2004 U.S. Junior Triple-handed Championship Form), housing requests, JSA waivers, Participation & Medical Information sheet for each competitor, and proof of insurance for Club owned boats are due at Indian Harbor Yacht Club, attention Michelle Ullmann by 1700, Wednesday, July 7, 2004

 

6          SCHEDULE OF EVENTS

Monday, July 12            0830-1000         Registration and boat inspections

1000                 Competitors’ Meeting;

1015-1445         CLINIC, lunch, on the water tune up

1500                 Warning, first start

1730                 No warning signal will be made after this time

1830-1930         Dinner

Tuesday, July 13            0900-0930         Check in

0930                 Harbor Start

1030                 Warning, racing resumes

1730                 No warning signal will be made after this time

                        Lunches will be provided both days for all competitors and registered instructors.

Presentation of Awards will be made as soon as practicable after the conclusion of the series.

 

7          HOUSING

Housing will be provided Monday July 12 for competitors who live on Long Island only.  Please bring a sleeping bag.   Monday evening pick-up will be at 1930.

 

8          SAILING INSTRUCTIONS

            Sailing Instructions will be provided at registration and on the web at indianharboryc.com.

 

9          COURSES

            The courses will be as diagrammed in the Sailing Instructions.

 

10        SCORING

10.1     Six races are scheduled, one race constitutes a series.  If six races are completed, a boat’s worst score will be excluded subject to 88.3(b).

10.2    The Low-Point Scoring System, Appendix A4 of the RRS, will apply as modified in the Sailing Instructions.

 

11        DECISIONS OF THE JURY

            Decisions of the Jury will not be subject to appeal as per 70.4(a).

 

12        SUPPORT BOATS AND COACHING

Spectator and support boats must remain outside the course area, so as not to affect any racers, and must identify themselves to the Race Committee before the first gun.  Coaching will be permitted as prescribed in the JSA rules for Championship Events.  This modifies US Sailing Junior Championship Condition 6.4.

 

13        PRIZES

            Prizes will be awarded to the top three helmspersons and crews.

 

14        RESPONSIBILITY FOR SAFETY

As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the Indian Harbor Yacht Club:   the owner, helmsman and each crew member agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility, and each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the Indian Harbor Yacht Club or the JSA, and any of their officers, trustees, members, committees, employees or agents,  arising out of or in any way connected with participation in such race or activity.  Responsibility for evaluating wind, sea and weather conditions rests with each competitor as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a life jacket.  Assistance from the race committee, patrol boats, or other support boats and from personnel manning them is at the risk of the participant.
