1 Rules
The regatta will be governed by
the rules as defined in The Racing Rules of Sailing, the 2003 Rules of
the JSA of LIS for JSA Girls’ Championship, and Appendix Q.
2 Eligibility
2.1 This regatta is open to Junior Women in Area B between the
ages of 13 and 18 (must not have reached their 19th birthday during
2004).
2.2 This regatta is for
boats of the International Laser class
(Radial Rig). Competitors shall be members of the International Laser
class (Radial Rig).
2.3 All participants shall be certified as competent for this
event by either the head instructor or the program head of their member
program. It is suggested that all competitors weigh a minimum of 110
pounds.
2.4 The JSA Girls’
Championship is “ a JSA Championship that is open for competitors who have
qualified as specified under the JSA
Rules and Conditions for Championship
events”. The Girls’ Championship is limited to JSA membership; the Leiter is open to all Area B contestants.
3 Entry Requirements
3.1 A
completed entry form with entry fee of $ 50 per sailor (and $50 per instructor
who attends).
3.2 A
completed JSA Standard Waiver and Medical Release Form for each competitor.
3.3 The entry fee and all waiver and medical release forms, and
housing requests for each competitor must be received by Mrs. Joan Lawson at

either the JSA weight or age requirements are not met, the sailor must file
written permission from a parent, plus written recommendations from his or her
program chair and head instructor, with the entry form (see JSA rules 6.3 and
7.3).
3.5 Late
entries may be accepted if there is room. To inquire about registering after
the date listed above, contact the event chairperson. The entry fee for late
entries is $60 per sailor and $60 per instructor.
4 Registration and Sailing
Instructions
All skippers and crews must appear
in person at the registration table during the registration period. Sailing
instructions will be available before or during this time.
5 JSA Qualifying
This event is not a qualifying
event for the 2004 JSA Laser Radial Championship.
6 Changes to the Racing
Rules
6.1 Upon finishing each race, a
boat intending to protest shall as soon as possible, without consultation with
instructors or spectators, notify the race committee of her intent to protest
and, if possible, the sail number of the protested boat. This adds to rule
61.1(a).
6.2 The
JSA Arbitration Procedure (Appendix C of the 2003 Rules for JSA Events) shall
be used for hearing protests. This changes Part 5, Section B of The Racing
Rules of Sailing..
7 Schedule
7.1 The schedule of events is as follows:

7.2 Six races are planned of which
one race must be completed to constitute a regatta. No warning signal will be
made after
8 Equipment and Weight Requirements
8.1 All boats must conform to their class rules and any
applicable JSA safety or measurement rules. Boats are subject to inspection by
the organizing authority or the judges at any time during the event.
8.2 JSA Competitors,
who are competing for the JSA Girls’ Championship, are subject to minimum
weight and age restrictions and shall meet these requirements or provide a
waiver.
9 Racing Area

The Low Point Scoring System,
Appendix A of The Racing Rules of Sailing, will apply with six races
planned, of which one shall be completed to constitute a regatta, except that each
boat’s total score will be the sum of her scores for all races, excluding her
worst score if six races are completed, except that boats scored “OCS” or “DNF”
will be scored points for finishing place one more then the number of boats
that finished. This modifies Appendix A2. Scoring for the JSA Girls’
Championships will be separate from the Area B Leiter
trophy.

Boat and Trailer Storage
11.1 All
boats will be dry sailed.
11.2 Boats
and/or trailers will be stored in the
west parking lot.
12 Housing, Meals and Local Transportation
12.1 Housing will be provided for the night of July 10 for all
contestants and instructors from member programs who are traveling a distance
greater than 20 miles from
12.2 Assigned housing must be used. All housed contestants must
be at their host’s house by

Breakfast will be provided by the
housing host. Lunch and dinner will be provided by the Oyster Bay Sailing
Foundation.
12.4 Local transportation will be provided by housing host if
required.
13 Discipline
All competitors are expected to
behave in accordance with recognized principles of sportsmanship, good manners
and fair play. The organizing authority, host club or protest committee may
discipline and/or penalize any competitor or instructor for consumption of
alcoholic beverages or any controlled substance, for destruction or theft of
property, or for any other unseemly conduct.
Instructors and other spectators shall not go afloat in the
racing area(s) during these championships except in boats provided by the host
club or approved by the organizing authority. They will be subject to coaching
restrictions prescribed by the JSA Rules for JSA Championship Events.
15 Prizes
15.1 The JSA and
U.S. Sailing will award prizes for first to sixth places.
15.2 A
sportsmanship trophy may be awarded at the discretion of the race committee.
15.3 Perpetual
Trophies
The JSA Girls’ Championship Trophy
will be awarded. Each member program whose entrant wins a
perpetual trophy shall have possession of the trophy for one year and is
responsible for getting it engraved and delivering it safely to the regatta
venue the following year.
15.4 The top finisher from Area B
will receive a grant for $125 to cover some of the expenses for the U.S.
Sailing Junior Women’s Single-handed National Championship – Leiter trophy which will be held at Bay Head Yacht Club,
Bay Head,
16 Responsibility for Safety
As a condition of the
participation of any boat in any race or related activity sponsored or
undertaken by the Seawanhaka Corinthian Yacht Club, a
competitor agrees that the safety of the boat and the crew and the decision
whether or not to start or continue to race is solely her responsibility. Each
competitor waives all claims which she, or any heir, representative, successor
or assignee, may have against the Seawanhaka
Corinthian Yacht Club, Oyster Bay Sailing Foundation, U. S. Sailing and the JSA
of LIS and each of their officers, trustees, members, committees, employees or
agents, arising out of or in any way connected with participation in such
race or activity to the fullest extent provided by law. Responsibility
for evaluating wind, sea and weather conditions rests with each competitor, as
does the responsibility for the safe condition and operation of their boat
including safety equipment and rigging and for wearing a life
jacket. Assistance from the race committee, patrol boats, or other support
boats and from personnel aboard them is at the risk of the participant.
