Sailing Instructions
1 Rules
The
regatta will be governed by the rules as defined in The Racing Rules of Sailing
2001-2004 and the 2003 Rules for JSA Events.
2 Notices to
Competitors
2.1 Notices will
be posted on the official regatta notice board located in the Clubhouse.
2.2 Any change
to the sailing instructions will be posted no fewer than 30 minutes before the
harbor start on the day the changes take effect.
3 Signals
Made Ashore
3.1 Signals made
ashore will be displayed from main flagpole.
3.2 The harbor
start will be signaled at 1050 in the vicinity of the Sea Cliff Yacht Club main
dock with one sound signal. Postponement or abandonment may be signaled instead
of harbor start.
4 Schedule
4.1 Three (3)
races are scheduled. At least one race must be completed to constitute a
series.
4.2 The racing
schedule is as follows:

5 Class Flags
The
class flags will be:

6 Racing Area
The
racing area will be on Long Island Sound near the mouth of and in

7.1 All boats
must conform to their class rules and any applicable JSA safety or measurement
rules, and are subject to inspection.
7.2 Before the
first warning signal for each day, all competitors shall check in with the race
committee by sailing on starboard tack or towing past the stern of the anchored
committee boat and hailing their sail number until acknowledged by a committee
member. Infractions of this instruction may be protested by the race committee
only.
7.3 A boat that
retires from a race shall notify a race committee boat before leaving the race
area. If this is not possible, the competitor shall notify a regatta
representative immediately after arriving ashore. CLUBS LEAVING FOR THE DAY ARE
TO NOTIFY THE RACE COMMITTEE.
8 The Courses
8.1 The diagrams
with the identifying letters below show the courses, including the approximate
angle between legs, the order in which marks are to be passed, and the side on
which each mark is to be left.

8.2 The
identifying letter of the course selected will be displayed from the race
committee signal boat before or with the warning signal for each class.
8.3 The number
"2" displayed next to or beneath the course letter means twice
around.
8.4 Competitors
shall not cross the starting or finishing lines while they are on a leeward leg
of Course W or Course M.
9 Marks
9.1 On the Blue
Race Committee Course (C420, Lasers and Laser Radials) Marks 1, 2 and 3 will be
yellow triangular marks. On the Red Race Committee Course (Blue Jay) Marks 1, 2
and 4 will be orange triangular marks.
9.2 New marks,
as provided in instruction 12, Change of Position of the Next Mark, will be
round orange marks.
9.3 The Starting
and Finishing marks will be an orange buoy with a
staff.
10 The Start
10.1 Races will be
started using rule 26 as follows:

10.2 A series of
short sounds will be used to call attention just before each warning signal.
10.3 Classes will
start in the order shown in SI 5. After the start of the preceding class, the
race committee will begin a new starting sequence as described above.
10.4 A boat shall
start within four minutes of her starting signal.
10.5 The starting
line will be between a staff displaying a white or orange flag on the race
committee signal boat and the starting mark or a staff
displaying an orange flag on a race committee boat at the leeward end.
10.6 Boats whose
preparatory signal has not been made shall keep clear of the starting area and
of all boats whose preparatory signal has been made.
10.7 Races 2 and 3
will start immediately after the completion of the preceding race.
11 Recalls
11.1 When an
individual recall is signaled, the race committee will attempt to hail the sail
number(s) of the boat(s) that are over early. When the Round-an-End Rule is in
effect, the race committee may hail sail numbers during the minute before the
start.
11.2 The race
committee procedure for hailing boats that were OCS shall not be grounds for
redress.
11.3 After a
general recall, the warning signal for the recalled class will be made one
minute after the general recall signal (flag First Substitute) is lowered.
12 Change of
Position of the Next Mark
To
change the position of the next mark, the race committee will lay a new mark
and remove the original mark as soon as practicable. The change will be
signaled before the leading boat has begun the leg, although the new mark may
not yet be in position. Any mark to be rounded after rounding the new mark may
be relocated to maintain the original course configuration.
13 The Finish
The
finishing line will be between a staff displaying a white or orange flag on a
race committee boat and the finishing mark or nearby mark.
14 Time Limits
14.1 The time
limit for the first boat to finish in each class shall be 75 minutes.
14.2 Boats that do
not finish within 20 minutes of the first boat in their division will be scored
"TLE." They shall receive the number of points that is half way
between the number of boats that started that race and the number of boats that
finished it. (This changes rules 35 and A4.2.)
14.3 If a boat in last
place in a race is delaying the next start, the Race Committee may order the
race terminated and score the boat TLE.
15 Protests
15.1 Upon
finishing each race, a boat intending to protest shall immediately, without
consultation with instructors or spectators, notify the race committee of her
intent to protest and, if possible, the sail number of the protested boat.
(This adds to rule 61.1)
15.2 Protests
shall be written on forms available at the Registration Desk and delivered to
the Registration desk within 45 minutes after the race committee boat docks.
15.3 The JSA
Arbitration Procedure (as described in Appendix C of the 2003 Rules for JSA
Events) shall apply to protests involving Part 2 rules. (This changes Rule 63.)
15.4 Protests
under sailing instructions 3.3, 7.2, 8.5, 10.6 and 14 may be made only by the
race committee.
16 Scoring
The
Low Point Scoring System, Appendix A of The Racing Rules of Sailing, shall
apply except that a boat’s series score shall be the sum of her scores for all
races.
17 Discipline
All
junior sailors are expected to behave in accordance with recognized principles
of sportsmanship, good manners and fair play. The regatta organizer or protest
committee may discipline and/or penalize a junior sailor for actions that include,
but are not limited to, the following:
a) swearing at, intimidating or harassing anyone, including
teammates, on or off the water; or
b) stealing or borrowing, without permission, anything that
does not belong to them; or
c) possessing, consuming or being under the influence of
alcohol or illegal drugs.
18 Spectators
and Support Craft
Any
club entering three (3) or more boats shall supply a support craft equipped
with a VHF radio. The adult who shall be driving the support craft will check
with the Race Committee about safety patrol assignments and responsibilities.
Spectator boats will stay clear of the race area at all times.
19 Prizes
Prizes
will be awarded to the helmsperson and crew. Division prizes will be First
place, 2 or more boats; Second place, 5 or more boats; Third place, 10 or more
boats; 1 additional place for each additional 10 boats in the Division.
20 Responsibility
for Safety
As
a condition of the participation of any boat in any race or related activity
sponsored or undertaken by the Sea Cliff Yacht Club, the owner, helmsperson and
each crewmember agree that the safety of the boat and the crew and the decision
whether or not to start or continue to race is solely their responsibility.
Each of them waives all claims which he or she, or any heir, representative,
successor or assignee, may have against the Sea Cliff Yacht Club and the JSA of
LIS and each of their officers, governors, trustees, members, committees,
employees or agents, arising out of or in any way connected with participation
in such race or activity. Responsibility for evaluating wind, sea and weather
conditions rests with each competitor as does the responsibility for the safe
condition and operation of their boat including safety equipment and rigging
and for wearing a life jacket. Assistance from the race committee, patrol
boats, or other support boats and from personnel aboard them is at the risk of
the participant.
