WESTERN DISTRICT REGATTA

THURSDAY - JULY 8, 2004

 

NOTICE OF RACE

 

1.         RULES

The regatta will be governed by The 2001-2004 Racing Rules of Sailing, the prescriptions of US Sailing, the rules of the JSA of LIS, the rules for JSA Events, the rules of the C 420, LASER, LASER RADIAL and BLUE JAY classes, except as any of these are changed by the Sailing Instructions or this Notice of Race.

 

2.         ELIGIBILITY

2.1       All competitors must comply with the eligibility rules of the JSA of LIS.

2.2       This regatta is for boats of the C 420, LASER, LASER RADIAL and BLUE JAY classes. Competitors shall be members of the C 420, LASER, LASER RADIAL and BLUE JAY classes.

2.3       All participants shall be certified as competent for this event by either the head instructor or the program head of their member program.

2.4       This event is open to sailors who represent member programs from the Western District.

 

3.         ENTRY REQUIREMENTS

3.1       A completed entry form either filled out on line and an entry fee of $ 25.00 per boat.

3.2       A completed JSA Standard Waiver and Medical Release Form for each competitor. All Blue Jay entrants must submit a JSA Blue Jay Inspection form.

3.3       Please register on-line at www.seacliffyc.org/WDindex.html. The entry fee, JSA Standard Waiver, Medical Release Form and JSA Blue Jay Inspection Form (for each Blue Jay entrant) for each competitor must be received by The Sea Cliff Yacht Club at the club office no later than 6:00 PM on Friday, July 2, 2004. One check, payable to the Sea Cliff Yacht Club, must be drawn per club for all fees. If you require assistance registering on line, please email westerndistrict@seacliffyc.org. Changes or corrections may be submitted in writing at the mandatory Instructors Meeting.

3.4       For Lasers and C420s, if either the JSA weight or age requirement is not met, the sailor must file written permission from a parent, plus written recommendations from his or her program chair and head instructor, with the entry form (see JSA rules 6.3 and 7.3).

 

4.         SCHEDULE OF EVENTS

4.1       Number of Races:         3 Races are scheduled. One race will constitute a regatta. The Warning for the first race is 11:50 A.M. and there will not be a time limit on the start of the last race.

4.2       Registration:                  Must be received by 6:00 PMFRIDAY, JULY 2, 2004 at the Club office.

Instructors Meeting:      Mandatory meeting in the Clubhouse at 10:00 A.M., JULY 8, 2004.

Contestants Meeting:    None

Harbor Start:                10:50 A.M.

Lunch:                          Whenever there is a chance between races. Lunch will not be provided.

Awards:                       Presentation of Awards in the Clubhouse will be following the completion of scoring.

 

5.         JSA QUALIFYING

This regatta is a qualifying event for JSA Championships in the C 420, LASER, LASER RADIAL and BLUE JAY classes and the Clinton N. Bell, Christopher Goodyear Neff, Thomas W. Fowler, Jr. and Larry Kean Trophies.

 

6.         SAILING INSTRUCTIONS

Sailing instructions will be available at registration and on the SCYC and JSA of LIS Web pages.

 

7.         RACING AREA

The racing area will be on Long Island Sound near the mouth of and in Hempstead Harbor. There will be TWO race courses. The Blue Race Committee Course will be for the 420, Laser and Laser Radial divisions. The Red Race Committee Course will be for the Blue Jay Divisions.

 

8.         BOAT STORAGE

Boats can be dry sailed or wet sailed the day of the Regatta.

 

9.         CHANGES TO THE RACING RULES

9.1       Upon finishing each race, a boat intending to protest shall immediately, without consultation with instructors or spectators, notify the Race Committee of her intent to protest and, if possible, the sail number of the protested boat. This adds to rule 61.1(a).

9.2       The JSA Arbitration Procedure (Appendix C of the 2003 Rules for JSA Events) shall be used for hearing protests. This changes Rule 63.

 

10.       SCORING

10.1     The Low Point Scoring System, Appendix A of the The 2001-2004 Racing Rules of Sailing, will apply with three races scheduled, of which one shall be completed to constitute a series, except that each boat's total score will be the sum of her scores for all races.

10.2     Appendix A of the RRS is modified to add: A boat TLE shall score points equal to the midpoint between the score of her Division’s last in-time finisher and its registered number of boats, rounded down if necessary to the nearest whole number.

 

11.       DISCIPLINE

All competitors are expected to behave in accordance with recognized principles of sportsmanship, good manners and fair play. The organizing authority, host club or protest committee may discipline any competitor or instructor for consumption of alcoholic beverages or any controlled substance, for destruction or theft of property, or for any other unseemly conduct.

 

12.       SUPPORT CRAFT

Any club entering three or more boats shall supply a support craft equipped with a working VHF Radio, an anchor and a first aid kit. An instructor or other adult shall drive the support craft and shall check with the regatta organizers before the first day's harbor start about safety patrol assignments and responsibilities. Spectator and coach boats shall stay well clear of the course area while boats are racing.

 

13.       PRIZES

13.1     Division prizes will be 1st place, 2 or more boats; 2nd place, 5 or more boats; 3rd place, 10 or more boats; 1 additional place for each additional 10 boats in the Division.

13.2     Equal prizes will be awarded to crew and helmspersons.

 

14.       RESPONSIBILITY FOR SAFETY

As a condition of the participation of any boat in any race or related activity sponsored or undertaken by the Sea Cliff Yacht Club: the owner, helmsman and each crew member agree that the safety of the boat and the crew and the decision whether or not to start or continue to race is solely their responsibility, and each of them waives all claims which he or she, or any heir, representative, successor or assignee, may have against the Sea Cliff Yacht Club and the JSA, and each of their officers, Governors, members, committees, employees or agents, arising out of or in any way connected with participation in such race or activity. Responsibility for evaluating wind, sea and weather conditions rests with each competitor, as does the responsibility for the safe condition and operation of their boat including safety equipment and rigging and for wearing a life jacket. Assistance from the Race Committee, patrol boats, or other support boats and from personnel manning them is at the risk of the participant.
