THIS REGATTA WILL BE THE JSA of LIS FINALS OF THE
BEMIS & SMYTHE NATIONAL CHAMPIONSHIPS
Each Competitor shall provide and sail his/her own boat

RULES
The regatta will be governed
by the rules as defined in The Racing Rules of Sailing 2001-2004, the US SAILING Junior Championship Conditions, and the rules for the JSA of LIS (JSA) events.
2
ELIGIBILITY
2.1
The Regatta is open to any JSA member sailing a Laser, Laser Radial or
Club 420 who meets at least one of the following criteria: 1) Finished in the
top 30% in 2003 in their division of the Eastern Districts, Western Districts,
Larchmont Race Week or 420, Laser, Laser Radial Race Week. 2) Sailed in 2003
Area B semi-finals of the Sears, Bemis or Smythe; 3) Was invited to sail in the 2004 US Sailing Junior Olympic
National Sailing Championship. 4) Was accepted by resume at the discretion of
the Chairman of the JSA. Submit resumes
to the Chairman of JSA c/o JSA Office,
2.2
Competitors shall have reached their 13th but not their 19th
birthday in the 2004 calendar year.
2.3
Competitors who are not members of a sailing club located in the
geographic area represented by the YRA of LIS, but meet all other eligibility
requirements, may sail in the Laser Radial division only.
2.4
Competitors must be members of US SAILING.
2.5
The winners of the Club 420 division and the top two finishers in the
full-rigged Laser division will be eligible to represent the JSA at the Area B
Finals of the Bemis and Smythe National
Championships.

Lunches will be provided both days for all competitors and registered
instructors.
Presentation of Awards will be made as soon as
practicable after the conclusion of the series.

BOAT AND TRAILER STORAGE
Launching, trailer storage
& haul-out will be provided from 0800 on the first race day. Competitors arriving by water must register
ashore and attend the skippers' meeting.
All boats must depart within three hours of completion of the awards
ceremony.

MEASUREMENT AND OTHER
CONDITIONS
9.1
All boats are subject to inspection by the organizing authority or the
judges at any time during the regatta.
9.2
Modified International 420s are required to present a statement of
compliance to JSA regulations for modification of the International 420.
9.3
Competitors subject to JSA minimum weight restrictions may be weighed
at any time during the regatta.
9.4
Skippers shall be designated for the entire regatta. Co-skippers will not be allowed.
9.5
There will be no substitution of crew or skipper without written
approval from the jury.
9.6
All competitors shall wear, while on or near the water, a US Coast
Guard approved PFD.
9.7
All boats shall have complete and clearly visible sail numbers. In addition, 420s shall also have matching
sail numbers on the main and spinnaker if there are numbers on both. Boats not complying with this instruction
shall either be warned and given time to comply or
shall be protested by the Race Committee.

TIME LIMIT
10.1
The time limit for the first boat to finish will be 1¼ hours. If one boat finishes within the time limit,
boats failing to finish within 1½ hours after the start will be marked TLE (time
limit expired) and scored as specified in 11.2(SCORING) below. This modifies
RRS 35.
10.2
If a boat, as the result of an unrighted capsize,
has unreasonably delayed the completion of a race, the Race Committee may order
her rescued and score her DNF.

SCORING AND PENALTY SYSTEM
11.1
Six races are scheduled. One
race shall constitute a series. If six
races are completed, a boat’s worst score will be excluded subject to rule
88.3(b).
11.2
The Low Point Scoring System, Appendix A of the RRS, will apply, except
that those boats scored TLE(time limit expired, see 10.1 above) shall be
awarded the number of points for the position midway (rounded-down, if
necessary) between the last boat to finish within the time limit and the number
of boats in that race. This modifies
Appendix A4.
11.3
There will be no redress for breakdowns except as provided in rule
62.1(b).
11.4
Appendix N will apply, modified as follows:
a. N2.2 is changed to “second
time and subsequent times”
b. N2.3 is deleted
c. N3 is changed to read: “If a boat has been protested under rule N1
and the race committee signals a postponement, general recall, or abandonment,
the penalty or penalties are cancelled”.

DECISIONS OF THE JURY
Decisions of the jury cannot be appealed as per rule
70.4 (a).

CHANGES TO THE RACING RULES
US Sailing Junior Championship Condition 6.4(see
section 14) and Appendix N (see section 11.4) are
changed for this series.

SAFETY AND SUPPORT CRAFT
A Regatta Safety Patrol
System will be established at the instructors' meeting and used while boats are
on the water. Clubs are requested to
send powerboats with qualified operators and functioning marine radios for this
purpose. Instructors and/or other
support personnel are to check in at registration and attend the instructors'
meeting. Coaching will be permitted as
prescribed in the JSA rules for Championship Events. This changes US Sailing Junior Championship
Condition 6.4. Instructors not
participating in the Safety Patrol will be considered part of the spectator
fleet.

SPECTATOR CRAFT
Spectator boats will stay
clear of the race area(s) at all times.
Coaching from spectator boats is prohibited.

PRIZES
Prizes will be awarded for
first to third in each class to skippers and crews. The winning Laser,
Laser-Radial and 420 skipper and crew names will be inscribed on the permanent
Commodore Law Trophy, which remains at IHYC.

RESPONSIBILITY FOR SAFETY
As a condition of the
participation of any boat in any race or related activity sponsored or
undertaken by the Indian Harbor Yacht Club:
the owner, helmsman and each crew member agree that the safety of the
boat and the crew and the decision whether or not to start or continue to race
is solely their responsibility, and each of them waives all claims which he or
she, or any heir, representative, successor or assignee, may have against the
Indian Harbor Yacht Club or the JSA, and any of their officers, trustees,
members, committees, employees or agents,
arising out of or in any way connected with participation in such race
or activity. Responsibility for
evaluating wind, sea and weather conditions rests with each competitor as does
the responsibility for the safe condition and operation of their boat including
safety equipment and rigging and for wearing a life jacket. Assistance from the race committee, patrol
boats, or other support boats and from personnel manning them is at the risk of
the participant.
